Dear Parents, Guardians and Friends,

We are very excited to enter into the 2009-2010 school year.  The Pastors, Deacons, Principal, Teachers and Support Staff will provide your child with strong Christian values, academic excellence and a nurturing environment.

The Teachers, Support Staff, and Administration at school share yourbeliefs and values. We will reinforce the morals you instill in yourchild(ren.) We are here to serve the Catholic Church and provide thebest possible education we can. We need your cooperation to accomplishthis, and we appreciate open lines of communication to help us toaccomplish this goal. Education does begin at home, and is enhancedwhen parents become involved in the school and support their child's teacher.

This handbook will inform you of the policies/procedures of St. Augustine and St. Mary's Cathedral School. We ask that you read it carefully as there have been changes.  Be sure to keep it handy so that you can refer to it when necessary. Please sign the enclosed parent/student commitment form. Introduction

Mission Statement

St. Augustine and St. Mary’s Cathedral School Mission is to create a Catholic faith community that provides excellence in education and instills a commitment to service.

St. Augustine and St. Mary’s Cathedral School will strive:

School Advisory Committee

St. Augustine & St. Mary’s Cathedral School Advisory Committee exists to form policies specifically for St. Augustine & St. Mary’s Cathedral School.  The School Advisory Committee consists of seven appointed members, the Pastors and the Principal.  These are open meetings.  Appointment of members is held during the first quarter of the calendar year.

School Advisory Committee

The School Advisory Committee serves in an advisory and consultative capacity to the pastor(s) and the principal of the school. The purpose and role of the School Advisory Committee is stated in the Articles of Incorporation, the Constitution, and the By-Laws of the school. The information is available in the school office.

Parental Roles and Responsibilities

Parents/ guardians are informed of the programs, regulations, and policies of the school. In assisting your child, we require the following:

1.     Familiarity with information contained in handbooks and other newsletters from the school.

2.      Inform the school in writing of:

  1. student illness or absence
  2. change in medical status (medication due to health reasons)
  3. parental status and custodial constraints
  4. change in transportation routine
  5. change in address, phone, emergency contact, childcare etc.
  6. arrangements that might affect communication with the school

3.      Meet financial obligation of tuition, fees, lunch accounts, or other accounts that apply.

4.   Parents who send their children to St. Augustine and St. Mary’s Cathedral school are asked to: 

   a.  Volunteer for at least one school activity during the school year, (i.e. committee  work, media center, teacher aide, playground, typing, field trips, lunch room, health clinic, telephoning, tasks done at home, etc.)

   b. Support and help the mandatory fundraising efforts, which include the Workathon in October, Spring Fundraiser, and Lenten Fish Fries during Lent.  We may need to add additional fund-raisers as needed in order to meet budgeted line items.

   c.   Help your child(ren) to be responsible in bringing home school communications each Thursday and in returning the “take-home” folder to school again promptly the next scheduled school day so that the following week’s information may be sent home. Please be sure to read all communications sent home.

  d.   Attend Parent-Teacher-Student conferences.

  e.   Support Home and School Association by attending meetings and paying annual dues.

  f.   Provide constructive comments to Teachers, Administrators and School Advisory Committee in writing.

As a school parent, you are encouraged to offer comments and suggestions to help us continue improving our educational mission.  If you have a concern, contact the person closest to the concern, (ie.Teacher or Principal.) A solution can usually be found through a conference or a phone call. If you prefer to express your concern in a letter, direct it to the person closest to the concern.  If the situation is not resolved, the parent should seek help at the next level, (ie. Teacher with Principal, Principal with School Advisory Committee.)  The final step for resolution within the school is a request by the parent for a closed hearing with the Principal and the School Advisory Committee.

  g.   Meet admissions regulations.  This includes submitting the following completed forms:

      h.   Comply with the policies, regulations, goals and objectives of the Catholic schools as identified in this parent/student handbook.

Contacting the School

The school’s office hours are 7:30a.m. to 3:30p.m. After these hours the answering machine/voice mail is available for any messages. Someone will contact you as soon as possible.

Attendance 

It is St. Augustine and St. Mary’s Cathedral School policy that it will adhere to all State of Minnesota regulations concerning school attendance. All work missed by students who were absent must be made up as soon as possible after returning to school (also discussed in section on School Procedures of this manual.) Excessive absences often result in poor school work. When an absence is necessary; these steps are to be followed:

1.      Parents must call the school office no later than 8:30a.m. to inform the school of a student’s absence. The office will notify the teacher. The office personnel will contact the parent/guardian regarding school absence, if the school is not notified.

2.   Parents/guardians will write an excuse giving name, date, days of absence, andreason for absence, which the student will present to the office upon return.Student will make immediate plans to do all make-up work due to absence upon return to school.

3.   Illness of the pupil or illness, death, or an emergency in the immediate family are  considered reasons for excused absences.  Consideration may also be made for special educational trips that are not too frequent or lengthy.  On these occasions, please contact the Principal and Teacher at least two weeks in advance. 

4.   All homework should be requested in the morning before classes begin and may be picked up at 3:00p.m. It is student’s obligation to procure and complete work missed during an absence. If homeworkis to be picked up, please inform teachers in the morning who will come for the homework.Teachers will have assignments ready for pick-up after the regular school day. For each day a student is absent, they will have the same number of days to make-up the missing work.

5.      If absence is due to work, travel, or some other reason, parent/guardian should notify the school prior to the absence. Work may be issued ahead of time (at the teacher’s discretion) for students who anticipate being out of school. This work will need to be made up upon the students’ return. Please try to limit lengthly vacations to natural breaks in the school calendar. Available breaks are offered at Thanksgiving, Christmas, Mid Winter, and Easter.

Unexcused Absences

Babysitting, shopping, visiting, helping at home, long weekends, etc., are normally considered unexcused absences. St Augustine and St. Mary’s Cathedral follows the Minnesota Truancy law that states that any elementary school child missing three full days withouta valid excuse is considered “continually” truant. 

A “habitual” truant means a child under the age of 16 years who is absent from attendance at school without lawful excuse for seven school days if the child is in elementary school. The names of truant children must be referred to the designated public school official.

Tardiness

Students who arrive after 8:15a.m. are considered tardy. If your child(ren) arrives later than 8:15am, he/she must check in at the office and get a late slip before going to the classroom.  Children arriving late must report to the school office. Excessive tardiness (more than threetimes per month) will result in parent/guardian being called and the student must make upthe time missed.

Students reporting late miss the following: 

1.   Important school announcements/information 
2.   Classroom prayer 
3.   Reporting late also creates disruption of daily instruction.  If a child needs to leave school during the regular school day, parents are asked to sign the child out in the school office and wait in the office until the child meets them there.

*Teachers may not be held liable for missed instructions because of a child’s tardiness.

Written documentation is required from the home for the following reasons:

1.     To explain why a child was absent.
2.     To have a child stay in from recess because of illness, etc.  A doctor’s statement is needed when the request is for more than five consecutive days.
3.     To explain why a child can not participate in phy-ed or a portion of it (Doctor’s statement is needed if a child is unable to participate regularly in all or some of the phy-ed classes or other activities.)
4. To keep a doctor or dental appointment. (These appointments should be made outside of school hours whenever possible).
5.     To be excused early from school for any reason.
6.     To be absent from school for any reason.
7.   To allow a child to participate in a field trip.

No student may leave the premises at any time for any reason without a written request from the custodial parent/guardian and approval of the principal.

School Closing (emergency or inclement weather)

District 742 Transportation Department in conjunction with the Superintendent makes the decision relating to school closings or delays due to inclement weather.  You are asked to listen to the radio (KCLD-1450 or WJON-1200AM) to find out whether school will be in session, or if already in session, whether school will dismiss early. We also encourage you to tune in to WCCO T.V. Channel 4, ABC-Channel 5,UPN 9, or KARE 11 T.V.  We encourage you to discuss with your child the procedure to follow, should you not be at home and we ask that you fill out an emergency contact card annually in the event we have to contact a guardian other than yourself.

No announcement means that school is in session. We follow the decision made by St. Cloud School District #742. During bad weather a child’s safety is most important. Reminder: SUNSET is not available when school closes early.

Arrival/Dismissal

When dropping children off using the loop, you must enter from Wilson, drop off on the school side of the building so that they enter through Door A, and then simply exit.  Please do not let your child/children cross the road alone to come into the school.  When dropping off students, please drop off and continue on.  If you need to come in, please park your car elsewhere and come in.  This will allow traffic to flow more freely.  Remember to drive slowly in any school zone. 

Gates are closed at 8:15a.m. each school day between the Church and the School.  Children who go home by car must be picked up at 2:55p.m. at Door D. For safety reasons, no child will be released until a parent or authorized person comes to door "D". We ask that your children be picked up by 3:10p.m. unless other arrangements have been made. After 3:10p.m. students not picked up will be sent to the sunset program.Parents will be billed for a one-time registration fee of $10.00 and for an hourly rate for this service.

Visitors

Our school has a security system in place.  When coming to the school during school hours, please enter at Door A.  To gain entrance, parents/visitors must press the intercom button and a receptionist will identify you and open the door electronically. Once inside, all parents/guardians or visitors must sign in at the office before going to a classroom. Parents/ guardians and visitors are welcome for open houses and special programs. Visitors who wish to observe classrooms are asked to make an appointment with the appropriate teacher and check in at the office before going to the classroom. You will be given a badge to wear while in the building.  When you leave, please return the badge and sign out in the office. If you are picking up your child(ren) for an appointment, please sign them out, and then wait in the office for them to come to you. 

When returning your child to school during school hours, you must also report to the office and sign them in.  This enables the office staff to know that your child is back in the building.

Persons not reporting to the school office will be considered trespassers and will be reported to the local authorities.

Valuables

School insurance does not cover loss of personal possessions; therefore students are to refrain from bringing radios, tape players, cameras, etc. to school.

Money

When money is sent to school, it should be placed in an envelope and labeled with the student’s name, grade, and the purpose of the money.

School Pictures

Individual and classroom pictures are taken once each year. Notification of this will be givenwell in advance of the photography session.

Yearbook

The school publishes a yearbook each school year. Individual or classroom pictures are featured in the yearbook, as well as other photographs portraying the many activities and events that takeplace.  Notification regarding the cost and time when the yearbook is available is sent to the parents/guardians.

Field Trips

Field trips are part of the educational program. These trips are designed to support the curriculum and introduce the students to community resources. Students are expected to participate in field trips and parent/guardians will be notified.

Insurance regulations of Catholic Mutual require the completion of signed field trip form which will cover consent for all fieldtrips during the year.  Additionally, parents will be asked to sign a field trip information form each time the students participate in a field trip. Failure to return the necessary forms means that the student may not go on the field trip and must be picked up. Phone calls to or from parents/guardians do not fulfill authorization requirements for participation. Whenever possible, field trip participants travel by bus. Should it be necessaryto use transportation provided by parents in private vehicles, parent/guardian will be notified. Allprivate vehicles used to transport students must have documented current registration and proof of insurance.

All student-sponsored field trips should have an educational purpose and outcome.

See Appendix A for a copy of the annual field trip form.

Guest Speakers/Assemblies

Throughout the year, assemblies may be held with invited resource guests to enhance the students’ learning opportunities. Guest speakers invited and topics discussed should be consistent with the mission, philosophy, and objectives of the school.

Telephone Usage

Children may not use the school phone except in cases of an emergency. While we willingly respond to your emergency needs, we ask that messages to the child at school be kept to a prudent minimum.

A child may not call home to make arrangements to go home with a friend, to have a parent/guardian bring forgotten items, books, assignments, etc.  As a rule, neither teachers nor pupils are called to the phone during the hours of class. Messages may be left with the school secretary if it is necessary to contact either a student or teacher.   

Server Training

Server training is provided for interested students in 5th and 6th grade.

Parochial Athletic Association (PAA)

Various sports are offered, for fee, throughout the year for students in grades 5 and 6.

Band and Orchestra

Band and Orchestra are offered, for fees, throughout the year for interested students in grades 4-6 for Band and grade 3-6 for Orchestra. This year, St. Augustine & St. Mary’s Cathedral School will have an on-site band. Students will have individual lessons as well as a once a week on-site rehearsal.  Students in Orchestra receive weekly lessons.

Lost and Found

Lost items will be kept in the lost and found area of the school. Encourage students to check for lost items in the lost and found area when something is missing.  Unclaimed items will be donated to local charities at the end of each trimester.

School Supplies

Parents/guardians will provide school supplies for their child/children, according to the supplylist provided by the school each year.  There is a supply fee of $15.00 per pupil each year as well.  This fee covers the planner, computer headset (which we provide), and additional supplies as needed.

Achievement Testing

Students are tested for achievement annually. The main purpose for the testing is to help with curriculum planning. Students in grades second through sixth are tested annually. Parents/guardians will be notified of the test results by a computerized report.

Health Screening

Public school personnel will conduct annual vision, hearing, and scoliosis examinations of all students according to District #742 requirements.  Teachers, Office Staff, and Administration are all trained in CPR and First Aid.  In addition, some are trained to use an emergency AED unit, which we have on site.

Medication

No medication (emergency or otherwise) including cough drops is given to a student unless prescribed by the child's physician and provided by the parent with accompanying parent permission form.  All medications must by brought to school in the prescription bottle, which must include child's name, physician’s name, and dosage of medication.  Medications brought to school in envelopes, baggies, etc., cannot be accepted. Parents must bring the medication to school and leave it in the school office.  A permission form, which can be obtained from the school office, must be filled out and filed at school for each kind of medication that is to be administered.

A prescribed epipen is needed for any student who is allergic to bee stings. 

Illness/Injury During School

If your child becomes ill or injured at school, we will make every effort to notify you immediately. We ask that parents fill out an emergency card for each child and immediately return it to school. This is kept on file so that parents or other authorized persons can be contacted in an emergency. The principal, secretary, or school nurse dismisses or approves the dismissal of a student who becomes ill or injured during the school day. You will be asked to take your child home or to a family physician for medical attention if needed.

If emergency treatment is required, your written permission on the emergency card will enable us to call a doctor and/or ambulance should we need to act quickly.  We would contact you as soon as possible. The expense of a doctor or ambulance is carried by the parent.

When a student is ill, the student must be clear of vomiting and diarrhea for 24 hrs. before returning to school.  Additionally, students must have a 98.6 temperature for 24 hours prior to returning to school.

Special health needs
If you have notified the school of any student health issues, the information will be on that student's health card, and the teachers will be made aware on a need to know basis.

Parent/Teacher Conferences

Parent/Teacher conferences are held in the fall. A parent/guardian and or teacher may request a special conference at any time as the need arises.

Progress Reports

Progress reports are issued three times a year.  Conferences are held twice a year.

Report Cards

Report cards are issued at the end of each trimester. Progress reports are sent out mid-trimesterto parents/guardians.

Parent/Student Handbook

The Parent/Student handbook is issued upon admission of the family to the school.

Take Home Folder

This will contain newsletters, classroom notes, and pertinent notices.

Verbal Communication

To help with the lines of communication between teachers and parents/guardians the following actions should be taken:

A.    If the parent/guardian has a concern about what is happening in the classroom, pleasemake an appointment with the teacher.

B.     If you have met with the teacher and are not satisfied, then make an appointment withthe teacher and the principal.

C.    If you are still not satisfied with the results of the meeting with the teacher and the   principal, you may remit a letter to the school advisory committee with a copy given to the teacher and the principal.

D.  The school advisory committee will review the letter and will decide whether or not to pursue the concern.

Religious Education

The formal study of the Catholic religion, as well as curriculum which reflects Catholic values and tradition, are integral parts of our total education. It is St. Augustine and

St. Mary’s Cathedral School policy that all students, including non-Catholics, attend religious instruction and liturgies. All students participate in religion classes. The students take turns preparing the liturgy for the weekly school Mass. Parents/guardians are invited to attend Mass whenever their schedules permit. On holy days of obligation, the students attend Mass as well.

Homework

Homework refers to tasks that the student is assigned to do on his/her own time after school hours. Homework assignments serve as a means of providing a review required for classroom success.

Homework Responsibilities of Teachers

1.     Communicating to students and parents/guardians homework goals and expectations.

2.   Setting clear and concise expectations concerning assigning, returning, and evaluating homework.

3.   Coordinating homework assignments with other teachers with whom students work, and who may assign homework.

4.      Assigning appropriate homework according to students’ needs.

Homework Responsibilities of Students

1.   Knowing and understanding the purpose of the homework assignment.

2.   Copying assignments into assignment notebook, understanding directions, and knowing what is required for completion of the assignment.

3.   Completing and returning assignments.

4.   Understanding when some assignments are to be completed independently, others as a team effort.

5.   Completing assignments neatly and doing quality work.

Homework Responsibilities of Parents/Guardians

1.     Maintaining a positive attitude towards learning and the values of homework.

2.   Being aware of the homework policy and individual teacher requirements.

3.   Helping your child find a study area that is quiet and relatively free of  distractions.

4.   Being patient with your child and praising him/her for any efforts made.

5.   If the child has trouble understanding directions, helping her/him with explanations.

6.   Looking over the assignment to affirm completion and quality. Praising your child.

7.   Supporting the teacher and the child.

Immunizations
The Minnesota State Law requires that children have proof of immunity from rubella (red or hard measles), rubella (German measles), diphtheria, polio, mumps, Chicken Pox and Hepatitis B before they enter school. Parents are requested to take care of this through their family doctor.  If a parent has all the verifications of shots required, he/sherather than the doctor noted on the form, may indicate dates of shots and may sign the form.

Treats at School
City Health Department regulations and the Minnesota Department of Health state that no home baked goods be brought into school for health reasons.  If your child wishes to bring treats for his or her classmates on special occasions, we suggest you bring commercially prepared non-sweet treats such as crackers, pretzels and/or fruit.  Please do not provide gum treats.  We are a peanut safe environment.  Please make sure that all treats are peanut free .  This includes items that contain peanut oil or are manufactured on assembly lines which also manufacture peanut products.  Please be sure to read the labels.  When providing treats, please be sure to check with the classroom teacher in advance and give them to the classroom teacher to distribute.

Non-Discrimination Policy

It is the policy of St. Augustine and St. Mary’s Cathedral School to comply with state and federal laws prohibiting discrimination, to the end that no person(s) shall be denied or excluded from enrollment or participation in any educational program or activity operated by the school on the basis of race, color, national or ethnic origin, gender, age, marital status, status with regard to public assistance, or disability.

Every local effort should be made to provide each qualifying Catholic child the opportunity to attend a Catholic school regardless of financial situation of the family. Families should seek advice of the principal if a financial problem arises.

Wellness Policy

In fulfilling the obligation imposed by Public Law 108-265 requiring all educational agencies which participate in programs authorized by the Richard B. Russell National School Lunch Act (42 U.S.C. 1751 et seq) or the Child Nutrition Act of 1966 (42 U.S.C. 1771 et seq) to establish a local school wellness policy, the following resolution was adopted by the St. Augustine and St. Mary’s Cathedral School Advisory Committee on June 13, 2006.

It is the policy of St. Augustine & St. Mary’s Cathedral School to maintain a Wellness plan which complies with federal laws promoting curriculum and student activities related to student health, preventing childhood obesity, and combating problems associated with poor nutrition and physical inactivity. 

Admission and Registration Policies

The policy for registering students at St. Augustine and St. Mary’s Cathedral School is as follows:

Enrollment Priority Order

Students currently enrolled, provided they register by the established registration date set by the school, and that tuition is paid for the current school year (refer to “BUDGET #S402.10: Tuition and Fee Policies: Tuition in Parish”).

  1. Parishioners on a first-come, first-served basis.  Enrollment lists are established for all future years so that any parishioner may place a child on a waiting list at any time.

  2. Non-parishioners have final option on a first-come first-served basis after parishioners’ cut-off date has expired, except that non-parishioners who have a child in the school have enrollment priority.

Waiting Lists

Waiting lists will be established when grades are filled. The decision to open another classroom would be made at a later date by the Principal in consultation with the teacher(s).

Entrance to Kindergarten

St. Augustine and St. Mary’s Cathedral School requires children who enter kindergarten to be five years old by September 1st of the year in which they will enroll. Children will attend all day Kindergarten sessions Monday-Friday from 8:15a.m. until 2:55p.m.

Entrance to Grades 1-6

Preference will be given to members of the parish if the enrollment is closed at certain levels

Transfer Students

In general, students will not be accepted at the school after the beginning of the school year unless there has been a change of residence or other extenuating circumstances. Admission to the school is contingent upon having met all financial obligations at a previous private school. Prior to admission, the school and the parent/guardian of the student(s) should agree on the tuition and other expense obligations, and other expectations concerning completion of that school year.

Media Center Policy
The student or other person who checks material out of the Media Center is responsible for it. It must be returned in good condition. If Media Center material is not returned, it must be paid for in full. If the material is found and returned later, the previous payment will be refunded, provided the material is in good condition.

Overdue Materials
  a.    Students receive four overdue notices. The first three notices are sent home through the homeroom teacher who notifies the students of the overdue material. The fourth notice gets mailed directly to the student and states the materials must be returned or paid for within the week.
  b.    Notify Teacher/Librarian if damage occurs.
  c.    The damage will be discussed with the student and a parent will be notified with a phone call or note.
  d.    A student with any damaged material will be unable to check anything else out of the Media Center until the damage fee is paid in full.

Any parent of a child at St. Augustine and St. Mary’s Cathedral School is encouraged to offer suggestions and input to assist the school in carrying out its education mission.  A solution can usually be found by contacting the person closest to the concern.  

To help with the lines of communication between teachers and parents/guardians the following actions should be taken:

         A.    If the parent/guardian has a concern about what is happening in the classroom, pleasemake an appointment with the teacher.

         B.     If you have met with the teacher and are not satisfied, then make an appointment   withthe teacher and the principal.

Policy:  If a matter cannot be resolved at the above level, the parent may file a formal complaint by:

      1.   Stating the concern in writing to the Teacher or Principal of the school. The complaint will be logged in an Incident Report. A response will be made within (10) days after the receipt of the complaint.  *

      2.  If a dispute has not been settled satisfactorily at this level, the parent has the right to appeal in writing to the School Advisory Committee.

      3.  At the next regularly scheduled School Advisory Committee meeting, the School Advisory Committee, Pastor and Principal will hear the grievance in executive session with the parent. The decision of the School Advisory Committee is final. 

*The term “days” shall mean days other than Saturdays Sundays, religious and legal holidays.

Budget Process

The school’s budget planning is a process that coincides with the parish’s budgetary process.The budget preparation process shall include direction from the school principal, along with the pastor, and other appropriate persons involved in the educational program. Budget planning considers annual goals and objectives as well as the long-range plan.

Tuition Policy #S402.10

Before a student’s enrollment is finalized, the student’s parents and/or guardians must sign the “Tuition contract and Payment Plan”.  This contract will indicate the family’s total tuition commitment and method of payment for the designated school year.  If a family’s ability to meet their tuition commitment changes during the course of the school year *(financial resources are reduced or increased significantly), the family is encouraged to notify the Principal.  Variation from a selected tuition payment plan must be arranged with the Principal.

*No student will be permitted to register if his or her account for a preceding term has not been paid in full or if a family has not made payment arrangements.

Each family is asked to keep payment current according to the agreed upon tuition contract signed at the time of registration.  In emergency cases if payment cannot be made according to the agreed upon contract, the principal must be notified, and a revised plan drawn up.  Commitment reminders are sent out periodically or contact can be made with the school office for current status.  All tuition for the current year must by paid by the end of the school year each year.

Procedures for delinquent tuition for currently enrolled and past-enrolled students are in place up to and including the turning over an account to a professional agency. 

Birthday Invitations

Birthday invitations and announcements are not to be handed out during the school day or at the Sunset program.  Please handle the delivery of such items through other means.

Dress Code

The school has established appropriate dress codes and policies.  Approved changes and additions will be communicated in the school newsletter.    

To aid in promoting a learning atmosphere in our school, and to help children realize that there are certain types of dress acceptable for certain types of occasions, we ask parents to cooperate by insisting that children wear proper school clothes.  It is expected that children come to school clean and well groomed.  According to State Law, shoes must be worn at all times.  Low heeled, flat rubber soled shoes or tennis shoes are to be worn daily.

The following clothing may not be worn to school: shirts with inappropriate writing or graphics, wide pants, pocket chains, clogs, flip flops, sandals, Crocs, short shorts, halters, midriffs (tops showing stomach), crop tops, tank tops, long dangling earrings, make-up, etc. Please note: Shoes containing wheels must have the wheels removed during School hours.

Here is a little test that works. If a child raises her/his hand above their head and the shirt does not show the stomach, it is OK to wear to schoolShorts are allowed when the temperature is 70 degrees or higher for several days in a row. Only “dressier” shorts which are mid-thigh in length are allowed but may not be worn on Church days. 

Physical Education Attire 

Students are to wear tennis shoes for physical education class.  It is strongly recommended that students in grades 4, 5, and 6 wear shorts and a top other than the one worn to school on that day.

Promotion/Retention Policy

St. Augustine and St. Mary’s Cathedral School reserves the right to retain students if in doing so, it would provide the student additional time to be more emotionally, socially, or academically ready for the next grade.  The retention policy is in the school office.

Student Conduct

In order to maintain a Catholic learning environment, it is necessary to have a discipline policy which provides a safe and secure setting for students, faculty, and administration. Students are given clear and specific expectations as they are led toward becoming self-disciplined individuals. Students are responsible and accountable for the consequences of their behavior.

Anti Bullying Policy
Introduction/Principles

Our students are entitled to a quality education that will help them become self directed, lifelong learners who can create a positive future for themselves.  Any inappropriate behavior that negatively affects the well being of students and their ability to achieve cannot be accepted.

As Catholics we believe strongly in the dignity and respect of each person.  The kindly treatment of others is a core Gospel value in our school community.  Therefore, bullying behavior is unacceptable in school and school related programs.

Definition

Bullying is intentional, repeated, behavior by an individual or group that is intended to cause the victim to feel frightened, threatened, intimidated, humiliated, ostracized or physically abused.  Bullying involves the abuse of power in relationships and can be verbal, physical, social or psychological.

Scope

We have has an enduring interest in the welfare and conduct of its pupils and therefore will respond to bullying that takes place on the school grounds, at school sponsored activities and on school sponsored transportation.  The school will also respond positively to any information it receives about bullying outside the school.  This policy applies to students who engage in bullying and to students who support or appear to condone acts of bullying.

Prevention

We will ensure that the anti-bullying policy is applied rigorously.  All staff involved in the teaching and/or supervision of students will take responsibility for addressing incidents which fall within the definition of bullying.  The victim will receive the support needed; the bully will be informed of the unacceptability of his/her behavior and a record will be made of the incident.

Parental Involvement

We will work in partnership with parents (of both the victim and bully) and believe the best outcomes emerge when the school and parents are able to work to prevent bullying and promote change.

General Playground Rules
1.  Children may not come in without supervisor’s permission (a pass is needed).
2.  The following activities are not allowed:
   - Throwing of rocks, baseballs or snow.
   - Spitting or fighting of any kind.
   - Sliding on the ice.
   - Pushing or “King on the Hill” on snow hills.
   - Playing in mud and water puddles.
   - Throwing balls at each other or at the wall.
   - Using jump ropes for purposes other than jumping rope.
   - Teasing, taunting and name-calling.
3.  In winter, boots must be worn.  Two pairs of pants or snow suit must beworn to play on the snow hills.
4.  Obey the playground supervisors at all times.
5.  First whistle-line up.
6.  Second whistle-quiet and go into school building.

Consequences
Will be assigned depending upon severity of violation and at the discretion of theSupervisor.

1.  First Violation-Time out and warning. Behavior Improvement form filled out. (Copy sent home to parents.)

2.  Second Violation-Stay in during recess time (1 day) from the playground. Parent notified.

3.  Third Violation-Stay in during recess (2 days) from the playground. Parent notified.

4.   Fourth Violation-In school suspension or recess revoked indefinitely (principal’s discretion). Parent notified.

Playground Equipment Rules
For safety reasons, behavior that endangers the student himself or other student isnot allowed.  Some examples are:

- Climbing on top of slides or jumping off.
- Crawling up the slides.
- Standing in front of the slide tunnel and looking up.
- Chicken fighting on any bars.
- Sitting on top of any equipment.
- More than one person on slide rails at a time.
- Pushing anyone on slide rail or bars.
- Running through slide rail area.
- Playing tag in woodchip area.
- Rocking anyone off the Swing Bridge or hanging on Swing Bridge bars.
- Jumping from the top of any equipment.
- Throwing of rocks, snow or other projectiles which could cause injury.

Minor Misconduct

Your student’s teacher will establish guidelines for classroom behavior.  The classroom teachers will manage minor misconduct or infractions.  Discipline for minor misconduct may include verbal warning, written warning, and detention.  Samples of minor misconduct include but are not limited to:

  1. Unprepared for class
  2. Late Assignments
  3. Running in halls
  4. Excessive volume inside (screaming, yelling, shouting)
  5. Wearing caps/hats in class without prior approval
  6. Gum/Candy during class
  7. Degrading Remarks (Verbal/Written)
  8. Bringing toys to school without prior approval

Repeated occurrences may result in detention, suspension, or expulsion.

Major Misconduct

Student conduct, which in the opinion of the school constitutes major misconduct, will result in detention, removal from class, out-of-school suspension, or expulsion.  Major misconduct includes but is not limited to the following:

  1. Theft (includes cheating).
  2. Property destruction or vandalism. Deliberate or intentional destruction of school property may result in financial costs to the family for replacement or repair.
  3. Leaving school grounds without permission or a pass.
  4. Fighting.
  5. Inappropriate language or profane language.
  6. Any willful conduct which violates or may violate any rule of conduct or school policy.
  7. Any willful conduct which disrupts or threatens to disrupt the ability of others to obtain an education.
  8. Any will conduct which endangers or has the potential to endanger the student or other students, faculty, administration, or the property of the school. (Rough play, tackling, throwing snow, rocks, sticks, wood chips, etc…)
  9. Other conduct or behavior on the part of the student which, in the opinion of the school, adversely affects the desirability of continued enrollment.

Repeated occurrences may result in detention, suspension, or expulsion.

DEFINITIONS: Detention, Suspension, Expulsion, Detention

Time spent in school as a disciplinary consequence in addition to the regular school day. Detention is served after school.

St. Augustine and St. Mary’s Cathedral School Detention Procedure

1.   First Offense - one hour of detention and parent/guardian is contacted.

2.   Second Offense - one hour of detention parent/guardian is contacted, and establish  a behavioral contract.

3.   Third Offense - removal from class parent/ guardian conference with administration,and suspension from unstructured activities for two weeks.

4.   Fourth Offense - in-school suspension, out–of–school suspension, or expulsion at theprincipal’s discretion and removal from all unstructured activities.

Removal from class

Removal from class is any action taken by a teacher, administrator, or school to prohibit a student from attending his/her classroom or activity period for a period of not more than one day. Work will be assigned and must be completed by the student.

Out-of -School Suspension

Out-of-school suspension is an action taken by the school to prohibit a student from attending school for a period of not more than 10 days. While at home, work will be assigned and must be completed by the student. The student will not be allowed to return to school until the student and the parents or guardian have had a conference with the principal.

St. Augustine and St. Mary’s Cathedral School Suspension Procedure

1.    A formal conference with student and parents/guardians will be held to inform those present about the violation. The conference will not be held if it appears to the school that pupil will create an immediateand substantial danger to himself, other persons, or property.

2.     Prepare written notice of suspension which outlines grounds for suspension and period of suspension.

Expulsion

Expulsion means action taken by the school to prohibit an enrolled pupil from further attendance at the school.

 

St. Augustine and St. Mary’s Cathedral School Expulsion Procedure

The principal retains the right to expel a student when the principal deems that continued enrollment is undesirable.  Refer to the section entitled “major infractions” for examples of cause.

An exit interview will be scheduled with the parents/guardians when the student is expelled.  A written notice of expulsion will be provided.

Smoking/Tobacco/Alcohol/ Drug Abuse

The use of tobacco in any form by St. Augustine and St. Mary’s Cathedral Schoolstudents during school hours, on schoolgrounds, while riding on the bus, or while attending any school sponsored function will result in confiscation of the tobacco product and disciplinary action by school administration.

If any student attending St. Augustine and St. Mary’s Cathedral School is found:

1.      Buying, selling, or giving away mood altering, chemicals or tobacco products.

2.      Under the influence of mood altering chemicals or tobacco products.

3.      In possession of mood altering chemicals or tobacco while on St. Augustine and St. Mary’s Cathedral School groundsor attending any school-sponsored event, this same student will face immediate suspension by the principal.

The principal, in such an instance, will:

1.   Confiscate the product. 

2.   Immediately notify the parents/guardians of their child’s suspension.

3.   Keep the student under suspension until he/she is released to his her parent/guardian.

4.   Schedule a conference time with parents/guardians and student to discuss the  incident.

5.   Refer the parents/guardians and student to an appropriate counseling agency for evaluation.

St. Augustine and St. Mary’s Cathedral School Harassment Policy

St. Augustine and St. Mary’s Cathedral School believes that every individual student and staff member has dignity and that the rights of the individual are to be respected and protected.  All the necessary actions will be taken by the School Advisory Committee and Staff to ensure that a safe, positive environment is maintained, and that the dignity and rights of all are respected.  Any acts that violate the dignity of others will be handled in at least one of the following ways:

1.  Communication with parents.

2.  In school suspension.

3.  Out-of-school suspension.

4.  Referral to outside agencies for help or reporting.

5.  Dismissal, if necessary, from St. Augustine and St. Mary’s Cathedral School.

Search and Seizure Policy

The school principal or the designate has the right to search backpacks, lockers, and other articles of personal property as long as the student is on school property. There will always be two officials conducting any search.

1.  The student will be asked to open the backpack / locker.  If refusal...

2.  The student will be asked if the adult can open the backpack / locker.  If refusal…

3.   The official will open the backpack / locker with a witness present.

Any confiscated item(s) will not be returned to the student(s) or parent(s).  Items are to be kept by the administration as evidence.

Radios, Electronics

NO radios, electronic music devices, pagers, electronic games, or picture taking devices are allowed in the school during the school day, unless special permission is granted by the principal.  Possession or use of this type of equipment in the school before the end of the school day will result in the removal of the equipment from the student. Confiscated material must be retrieved by parents. Tapes and CD’s should not be brought to school.

If a student must bring a cell phone into the school, it must remain turned off and put away (out of sight) at all times during school hours. Any use of cell phones during school is strictly forbidden, unless permission is granted by the Principal and the call is placed in the school office.  Any student in violation of this policy will have the phone confiscated. It will be the parents’ responsibility to retrieve the phone from the Principal.

Acceptable Use Policy (AUP)

We are pleased to offer our students at St. Augustine and St. Mary’s Cathedral Elementary School access to the computer network for Internet.  We address Internet safety issues which are of prime concern to all of us. The training explains how to use the Internet safely, introduces online resources, discusses expectations, and explains that there are consequences if policies are not adhered to in school.  Students use the Internet for Accelerated Reading, GeeART16 online, Worldbook Online, for searching online databases, and for numerous teacher-supervised curricular activities.

Access to Internet enables students to explore thousands of libraries, databases, and bulletin boards, thus enhancing academic opportunities.  Families should be warned that some material accessible via the Internet might contain items that are illegal, defamatory, inaccurate, or potentially offensive to some people.  Although the faculty will supervise student use and our intent is to make the Internet accessible in order to further educational goals and objectives, students may find ways to access other materials as well. We do believe that the benefits to students from access to the Internet, in the form of information resources and opportunities for collaboration, far exceed any disadvantages.

The students of St. Augustine and St. Mary’s Cathedral School are responsible for using appropriate and acceptable behavior on School computer networks just as they are in the classroom or a school hallway.  Communications on the network are public in nature.  General rules for communication and behavior apply.

The network is provided for students to conduct research.  Access to the Internet is a privilege, not a right.  Students are responsible for what they are doing.

After training is completed, students will be issued a “License” to use the Internet.  Misuse of the access privilege will result in loss of the “License”.

Network storage areas may be treated like school lockers.  Network administrators may review files and communications to maintain system integrity and insure that users are using the system responsibly.  Users should not expect that files stored on the school servers will always by private.

The following are not permitted on school computers:

Crisis Management Policy for St. Augustine and St. Mary’s Cathedral School
I.     Purpose

The purpose of this policy is to provide for a set of procedures that can be utilized by all members of the St. Augustine and St. Mary’s Cathedral School community for a range of potential crisis situations that could occur within the school district.

II.   General Information

The St. Augustine and St. Mary’s Cathedral School Crisis Management Policy has been created in Consultation with the St. Augustine and St. Mary’s Cathedral School Advisory Committee and other appropriate individuals and groups likely to be involved in assisting with a school emergency.

The school shall present crisis management plans to the School Advisory Committee for review and approval.  These plans shall be maintained and updated on an annual basis.

Elements of the Crisis Management Plan(s)

The Crisis Management Plan(s) shall be readily available throughout the building, including each classroom.  The Plan(s) shall list contact people and their telephone numbers, and shall outline responses to the following potential crisis situations:

Weapons/ explosives/ dangerous items Policy

Students and non-students, including adults, and visiting youth, are forbidden to possess, store, transmit, or use any instrument that is considered a weapon or a look-a-like weapon in school, on school grounds, at school activities, at bus stops, on school buses or school vehicles or school contracted vehicles, or entering upon or departing from school premises, property or events. Students who violate this policy will be subject to expulsion.

St. Augustine and St. Mary’s Cathedral School takes the position of zero tolerance on real and look-like weapons, including, but not limited to:

1.        All firearms (whether loaded or not), firearm muffler, or firearm silencer.

2.        Other guns of all types including pellet, starter, water pistols, cap guns, or B-B.

3.        Switch blades, automatically opening knives, or any type of knife.

4.        Explosives, including firecrackers or live ammunition.

5.        Any destructive devices.

Any student in possession of a weapon may result in the following.

1.        Immediate confiscation of the weapon by school personnel

2.        Notification of student’s parents/guardians

3.        Student expulsion

4.        Possible notification of police or proper authority 

Reporting of Child Abuse/Neglect

The staff members of the school are legally required to follow the requirements of the Minnesota Law pertaining to reporting child neglect and/or which may be summarized as follows:

Staff members are required by law to report a suspected case of child abuse/neglect to the local law enforcement agency or social service agency. This must be done if they know of or have reason to believe there is abuse or neglect presently or has been within past three years. A written report must be filed within 72 hours of the verbal report.
*Again, all staff members are mandated reporters. This is not an option.
To report suspected child abuse or neglect, contact your county social service agency or the police. St Cloud Police non-emergency number is 320-251-1200. Neglect

Neglect is defined as failure to provide food, clothing, shelter or medical care and prenatal exposure to controlled substance.

Abuse

Abuse can be physical or sexual abuse, or emotional maltreatment.

Student Records

The school shall collect and maintain the records of students while they attend the school. To transfer records, parents/guardians are asked to inform the school office as soon as possible when transferring a child to another school. Parent/guardian must sign a release authorizing the transfer of records to the student’s new school. Records will be transferred when all clerical paperwork is complete.

No one except appropriate school personnel, parents/guardians of minors, and students who have reached legal age, shall have access to individual pupil records without either a subpoena or appropriate written authorization either from the parent/guardian (in the case of a minor student), from the adult student, or former student.

Parents/guardians may ask to review their student’s records. An appointment with the principal should be made in advance.  The principal is to respond to the request in a reasonable time.

Non-custodial parents have the right to view student records, absent of a court order to the contrary.

“Records/data” is defined by any or all of the following:

1.        Identifying data

2.        Academic work completed

3.        Level of achievement (grades, standardized achievement test scores)

4.        Attendance data

5.        Scores on standardized testing

6.        Health data (separate records kept in the health file)

7.        Family background information

8.        Teacher or counselor ratings and observation

9.        Verified reports of serious or recurrent behavior patterns (may be retained separately)

Fees

In addition to tuition, some programs/activities require an additional participation fee. These programs may include but are not limited to: supply fee, milk fee, lunch fee, activity fee, damaged book fees, and any additional field trip fees.

Accounts Policy

It is a policy that family and student accounts are kept current. The administration, with the direction of the finance committee, carries out this policy. The School Advisory Committee approves the schedule of tuition and fee payments set forth in the school’s bulletin of information. Tuition and fee payments are subject to the conditions specified in the enrollment contract, unless a special arrangement has been made with the principal.

Grades will be withheld for students whose tuition, lunch, sunset, and sunrise accounts have not been paid in full by the last day of school. All exceptions to this procedure must be approved by the principal.  (School Advisory Committee Policy: 5/17/07)

Financial Assistance / Tuition Assistance Scholarship

Tuition assistance may be available to parish families who have been registered.

Parish Investment

St. Augustine and St. Mary’s Cathedral School receives subsidy from St. Augustine, St. Mary’s Cathedral, St. Marcus, and St. Patrick’s Parish.

Fundraising

All fund-raising efforts require prior approval by the principal in consultation with the school board. This process eliminates scheduling conflicts and ensures compliance with the parish/school’s mission statement and philosophy. Diocesan and legal regulations should be considered when planning fund-raising programs/events.

St. Augustine and St. Mary’s Cathedral school families are expected to participate in fund-raising activities during the year. Major, mandatory fund-raising projects include but may not be limited to: Work-a-thon/Marathon for Non-Public Education, Fish Fries, Spring Fling, Long Lake Poinsettia Sales, and Sunset Flower Basket Sales.  We also encourage participation in charitable programs during Advent and Lent.

State and Federal Programs

There are several state and federal programs that non-public students may participate in on anequal basis with the public school children. These programs are administrated through the local public school district.

School Lunch and Milk Program

After considering state/federal funding allocations, the prices for the school lunch and snack milk programs are established.

The menus are planned and prepared by qualified personnel.  Offer vs Serve will be offered.  Students choose a minimum of 3 out of 5 items they wish to eat. If your child is allergic to certain foods, please notify the child's Teacher, Principal and School Nurse in writing during the first week of school.

School lunch prices are $2.25 per meal for children and $3.35 for adults.  Milk for students eating cold lunch is $.30 each or a ticket can be purchased for 20 milks for $6.00.

Cold lunches must be peanut free.  This includes items that contain peanut oil or are manufactured on assembly lines which also manufacture peanut products.  Please be sure to read the labels.  Table manners and other lunchroom conduct is discussed as a regular part of respecting others and health studies.

Adults who wish to join their children for lunch are asked to call the school office by 8:45 AM. Please pay for your lunch as you go through the lunch line.  The cost of an adult lunch is $3.35.Free and Reduced Lunch is available for families who are eligible according to state guidelines.  Unless the child or parent makes it known, school personnel keep this information confidential.  A letter of explanation, Minnesota Eligibility Standards, and an application form are enclosed in the paperwork packet. However, applications for free/reduced lunch can be made any time during the school year.  According to federal law, we must conduct an income verification annually.  This is done by reviewing a random sampling of approved free and reduced lunch applications.  This is done with strict confidentiality.

Snack Milk
For a nominal fee, Kindergarten students receive a snack milk daily.  

Title I   

The purpose of Title I is to provide assistance to state and local education agencies to meet the needs of children identified as “at risk” in the areas of Math and Reading.

Working with the classroom teacher, the building Title I contract teacher, or nonpublic school proctor, identifies students and schedules them for appropriate Title I services.  Parents must sign initial entrance form.

Special Education

Districts shall identify students and make available special education to all who are disabled, regardless of whether they attend a non-public school. The district must provide assessment, periodic observation, review of progress and establish an ISP (Individual Service Plan), which generally involves tutoring by a special education teacher.

The special needs of students in the non-public school are addressed through the public schooldistrict in three ways.

1.     Classroom teachers see the needs of their students and consult with the Special Education teacher assigned to their building. Interventions may be suggested to meet the needs of the students. The needs may be in the areas of academic, behavior, health, or motor skills.

2.      If the interventions are not successful, the student may be referred for assessment by the teacher.  Written parental/guardian permission will be required. The assessment   is done by public school personnel.  Once the assessment is complete, a meeting is set up to report on the results and possibly develop an Individual Service Plan (ISP).

3.   The ISP may be written with the goals to help improve the areas of need. The services may be direct or indirect. Indirect service is done at the non-public site. Direct service is done off site and transportation is provided by the public school.

Education Aids for Non-Public School Children

Provides textbook and related individualized instructional materials and health services.

Transportation 

Minnesota public school districts must provide “equal transportation” withinthe district boundaries. The public school shall have sole discretion, control, and management of scheduling, routes, and bus stop locations. The individual school administrators are charged with rendering consequences for discipline issues that arise on the buses.

Role of the Public School District

Bus arrangements are handled by the local public school district. Bus transportation is a privilege. The students must conduct themselves properly and respect the rights of others. The bus driver is the authority on the bus and has been directed to maintain order to ensure safety of passengers. Therefore, parents/guardians and students need to support the rules and guidelines regarding the safe transportation of students from home to the school, etc. Parents/guardians whose children do not follow the bus rules will be notified as to the inappropriate behavior of the child.Teachers are not responsible for student behavior on the bus.

Instruction and Training For Bus Safety

Instruction/review in bus and pedestrian safety is required each year. Instruction/review materialsappropriate to grade levels are provided to the teachers by the local school districts.

Misconduct on the Bus

Denial to ride the bus may be given for misconduct on the bus. Parents/guardians are notified when such action is necessary.

Restrictions: Bus Students Only

Only bus students are to ride the bus. Students are to go home on their assigned bus and get off at their assigned stops.

Shared Time Program

Non public school students may be admitted by the school districtto public school programs for part of the day.

State Income Tax Deductions

Taxpayers who itemize deductions may claim deductions for books, tuition, and transportation costs. This amount may vary from year to year. Please refer to your state Income Tax Manual’s directions.

Title IV
Safe and Drug–Free Schools
 

Non-public schools receive monies, on a per–pupil entitlement basis, for programs which address drug and safety issues. We have historically used these monies to provide for on-site student counseling services through Caritas. 

Title V
Block Grant

Non–public schools receive monies, on a per pupil basis, to be used for technology – related reform programs, professional development, and other student – directed improvement programs and materials identified in the school’s improvement plan.

Fire Drills/Tornado Drills

We have five fire drills, five lock-down drills, and one tornado drill annually.

School Organizations
Home and School

St. Augustine and St. Mary’s Cathedral School has a Home and School Association which is responsible for the following activities: parent/guardian education, socials, and fund-raising. It is the Home and School’s responsibility to support the administrator, teachers, and overall school program.

Home and Schoolmay have general meetings each year. These are casual settings and opportunities for parents/guardians to socialize and work on future projects. All parents/guardians of students are automatically members of this group and are welcome to the meetings. Please support your Home and School Association by attending meetings and paying your annual dues.

The Home and School Association exists to enable parents and teachers to work together for the benefit of the children.  Through this organization, parents are able to give their suggestions and to become informed of the happenings and programs at the school.  There will be meetings and various social events.  The association coordinates various activities, some of which are listed below.

The Giving Tree

This provides Christmas gifts for needy families.

Guardian Angels 

They welcome new families to the school.

Picnic Social

It is an opportunity for families to gather socially.

Luncheons/Meals 

Supports the staff during conference time and during various times of the school year.            

Home and School Association Executive Board

Home and Schoolhas four elected officials serve one-year terms.

School Personnel

The following is a brief job description of our various school personnel. These positions include: school principal, secretary/receptionist, book-keeper, nurse, teachers, substitute teachers, and maintenance staff.

Principal

St. Augustine and St. Mary’s Cathedral School employs a full- time principal. The principal’s major responsibilities include: faith leader, instructional leader, supervisor of personnel, director of school programs, development of policy, management of daily operation of the school, chief financial officer of the school and Executive Officer of the School Advisory Committee. The principal is employed by the parishes and is supervised by and directly accountable to the pastor.

School Secretary

The school secretary’s duties include school receptionist, general office and clerical responsibilities, and student assistant. The secretary is employed by the school and is supervised and directly accountable to the principal.

Book-keeper 

The school book-keeper’s duties include billing, accounts receivables, helping to resolve financial matters, making deposits, and paying bills.  The book-keeper is employed by the school and is supervised and directly accountable to the principal.

Faculty/Teacher

The faculty of St. Augustine and St. Mary’s Cathedral School is made up of full-time and part–time licensed and accredited professional teachers. All teachers hold current licensure in the State of Minnesota and are qualified to teach in their assigned subject area.  The faculty is directly accountable to the principal.

School Nurse

St. Augustine and St. Mary’s Cathedral School receives health services through the school district. The school nurse maintains school health and immunization records, conducts periodic health screenings, and oversees the general good health of the student body. The school nurse is employed, supervised, and directly accountable to the school district.

Substitute Teachers

When a teacher is out of school due to illness or personal business, a qualified licensed substitute teacher will be hired using Diocesan listings and private contacts. In the case of family leave or extended illness it may be necessary to hire a long-term substitute. Every effort will be made to hire a teacher familiar with our school’s philosophy, programs, and students. The substitute will work closely with the classroom teacher and principal to ensure a smooth and consistent transition. Substitutes are supervised by and directly accountable to the principal.

Maintenance Staff

The maintenance staff is employed by the parishes and supervised by the Administrator. The school principal coordinates all building maintenance needs with the Administrator and maintenance staff.

Updating Policies

The Principal has the right to change policies and procedures at any time without giving notice.
